FR4 material RoHS compliance or not?

why is fr4 not rohs

Somebody please advise whether FR-4 material RoHS Compliance or not? I just heard from my colleague that this material is not-LF free.
Does anybody have any input on this?

ALso is it the FR-4 is recommended for the Lead Free Process?
 

rohs compliance in vietnamese

FR4 materials are avilable in both pb and pb free
