bypass capacitor as ac ground?

Hi,

May I know what is the difference between 'adding a bypass capacitor as ac ground' and 'directly connected to ground without capacitor'?

An AC grounding (through a capacitor) allows high DC floating potentials on device ground (or device Vsupply, because grounding the AC can be done from device ground or devices supply as well).
Direct ground connect device ground to the earth ground and need care when connect device with other floated signals.
