Darlington pair for voltage regulation

hi,
i need a circuit for voltage regulator using transistor.output should be 12 volts.stability factor is 0.001%.Imax is 5Amp.i feel darlington pair should be the right choice.Can i use 2N3055 for both the transistors?Also how to establish the stability factor?

To achieve such high level of stability you will need to employ proper integrated circuit voltage regulator ..
A good candidate for this job is, for example, quite old, but still one of the best, the LM723 ..
For output current of >5A you have to connect two 2N3055 in parallel, mount them on a heatsink and drive them with another NPN transistor ..
