Convert PDF to Cadsoft Eagle layer

convert pdf to eagle

i have a board layout trackside in pdf format

is it possible to turn into a Cadsoft Eagle layer so that i can use it as a background layer and rebuild new layer on the top of it quickly

i want to make some changes in the new layer and produce the board

on the similar lines image to layer converter is my second choice
 

cadsoft eagle bmp

you have to convert PDF to DXF and then import DXF using Eagle power tool,
one more method is to converte PDF to BMP( bitmap file ) and use Eagle Bitmap import ULP to import the same .
i will warn you that depending on the Pixel size the Size of the import may not be correct, use the scaling option in the ULP to match the actual layout size in the PDf document using trial and error method.
