what device is used to mix two signals from two generators in order to perform a two-tone test ? which other instruments are normally needed

Download the ARRL 2006 manual and look for (hybrid) combiner.
Download the 36 magazines as well, they're worth reading.

You could use a resistive power divider (three resistors) as a power combiner, as mentioned in Weinschel's FAQ:

They are wonderfully broadband, but have some attenuation.
