How do I convert a 0-10V voltage signal to 4mA-20mA current signal ?
 

where you use 4-20mA?
I think (usually) all instrumets accept 0-10V input, instead!

You are talking about a current loop. You usualy do this with optocouplers. Take a look at Agilent HCPL-4100 optocoupler. It is made for this job.
