I want to know Which is the best simulator for RCS calculation
 

You can use many of the standard antenna tools to compute RCS. HFSS, FEKO, and IE3D are examples of commercially available tools that support plane wave sources and RCS calculation. Even NEC can compute scattering for problems that can be appropriately modeled using wires and wire grids.
 

I think FEKO may be the best one, especially for the large problem.
