charging and discharging of capacitor full topic

1)can someone tell me why the voltage across capacitor as shown in the diagram enclosed start with 10v? why not start from zero. i am supplying 10v to these 2 capacitors. (both of this capacitor are connected in paralle when charging up, but changed to series connection when proceed to discharging process).

actaully is related...coz the pic i attach is the output waveform of my capacitor...the connection of the capacitor i dint show..but i can enclose it now...
S1 on, (S2, S3, S4) off first..then (s2, s3, s4) ON, s1 Off
