I want to know if it inductance in parallel or series and also capcitor....and to to find Cep and Leq...

This network does not have any net constant inductance or capacitance. What you can do is derive the Input imedance expression and then express it in a form a series Inductance and capacitance and then get an equivalent frequency dependant Inductance and capacitance. The Input impedance expression is in the image attached.
