Conversion from Raster to Vector Image

hi
can any one help me to convert a PCB raster picture from a scaner to a vector picture , also which is the important thing i want to identify the holes of the pad location from a fixed location in my image in order to make my CNC to Drill
i hope some one to help me or to tell me that there is onther solution

Yes, there are several steps.
