Laplace transform of a delay

How to model a delay say 1 ms in simulink as a transfer function model? I would like to use this delay to include component delays used in simulation.

The delay can be modeled with an exponential tem: exp(-Ts). You can find more explanations in "Modern Control Engineering 4th Ed. - K. Ogata", chapter "6-7 Root Loci for systems with transport lag".
