Hi
I need to supply3 volts for this circuit which i do get , but the strange thing is that there is no current flow in circuit section , (tested with other things but nothing (3 volts, 0 amp))

( before i add 30 ohm resistor it (circuit board) randomly would work
but now even shorting them wont do anything)

The led shines very dim when circuit is disconnected (or turned off) which supposed not to (0.8 volts across its leads)

test your circuit board with battery alone , possibly with a new battery.
Find whether your circuit works.

Afterwards you can attach your circuit and test .

The LED shines when turned off???? You better call the Nobel committee, because you have somehow found a way to create energy.

I couldn't view your circuits. And I don't quite understand what you mean about "add 30ohm resistor...randomly would work" or "even shorting them...". Shorting what? Could you clairify?
