MCLR connected directly to VDD, PIC, is this a mistake?

This circuit has MCLR connected directly to VDD - it's using PIC16F628A.

Is this a mistake? I always tought that 10k resistor (or at least 4.7k) is necessary, but then, there, that person is using it with such connection successfully without any faults!
Futhermore, there are people who copied this design and had it working as well...

did you consult the datasheet? --> This is the (only) reliable source of such information.

A resistor is needed to if you want to use the ICSP interface for programming or debugging.
 

and also, Resistor of any Kiloohms ,is needed, if you want to add a BP Reset on MCLR pin ( and Gnd) , to avoid short circuit with VCC .
