Is it okay if I use voltage divider in testing a 40kV dc/dc resonant converter? I need to get its voltage output at operating point.

Your job to check the divider voltage rating and correct ratio for the frequency of interest. You want to measure AC or DC output voltage?

Output would be DC. From household 120Vac 60Hz to 40KVdc.

Unless you obtain one of those very expensive high voltage dividers, the best is to use a long string of resistors for the high voltage arm. And I mean long, it could be 100 or more.

Then, to prevent the corona discharge, the assembly would have to be either encapsulated in RTV potting or transformer oil.
