white noise generator for low frequency

Hello all

I'm looking for a white noise generator for a 1Hz voltage measurement. Is there an easy way to build such a noise generator? The offset and the noise level should be adjustable.

Sorry for this question but I'm not an expert in electronics.

It is very hard to define a white noise for one particular frequency. White noise is a rather wide-band signal.
 

The question isn't well elaborated. You should specify a frequency range for that constant noise density is intended. Usual analog noise sources like zener diodes show often 1/f spectral density below 10 Hz, some equalization may be required.
 

"White" implies a specific equal energy per unit frequency
frequency profile of the noise.

"Pink" is equal energy per octave (or decade), logarithmic.

You can see sub-Hz activity in RTN (random telegraph noise)
and many semiconductor devices will produce white noise
(in current mode) which is transformed to pink with any
significant shunt C (corner frequency depends on the
source element Rout and Cshunt).

Now how a noise source enables a voltage measurement,
I couldn't say. Nor whether you really want white, pink
or plaid. Are you tasked with measuring the AC voltage
in a band surrounding 1Hz (+/- ?) To measure the voltage
at 1 second intervals?
