Hello all, Can I use the capacitance multiplier with a capacitance meter ?

I would say "no", because a multiplier is really just an amplifier that gives an effective capacitance that is approximately equal to the original capacitance times the hfe of the amplifying transistor. This really helps in smoothing out ripple.
