Morton Scan or Z-Scan in vhdl

I am reading a sequence of elements in raster scan order. I want to arrange them into Morton Scan order. Can anyone tell me how to generate the addresses for Morton scan from raster scan addresses?
 

why not write is at as a raster scan, and read it in Z scan oder?
Are you trying to do some video compression?

Yes I am using it for wavelet transform application for image and video compression.

Both ways, I have to generate addresses for z scan order.
 

What problems are you having generating the address? you should know the pixel offset you want and so getting the address is just a case of taking the offset + 1 line.
