Best no flicker CC LED driver is still LM338K?

hello, I would like to know is best no flicker CC LED driver is still LM338K?

I need a no flicker (for CCD sensor) driver for a LED. Probably will be RGBW. All specialized RGBW drivers use PWM crap and the Hz is very low. Why is everybody who designs these is such stupid?
 

The LM338K, the TO3 linear regulator... they are expensive.
Digikey wants US$56 a piece.

And I know that on Ebay you can find them at slightly over US$1 each. At that price, would you trust it to be legitimate devices?
