Where did you get the Vcc series resistor idea, what's the purpose? There should be at least a bypass capacitor.
By "bypass capacitor" it is referred the decoupling capacitor ( usually ceramic, 100KpF ), placed between VCC and GND, close to IC terminals, in order to suppress high frequency noises from power rail. By the way, adding a resistor in series with the power supply pin is something never seen when dealing with logic devices, so you should have misleading with another circuit in other context.
