Lossy substrates? High-loss-tangent material

Friends,

I am looking for a substrate to use in my antenna to absorb some waves. Loss tangent of the substrate should be close to 0.1
Do you have any idea about lossy substrates? I know the worse lossy case outside is FR4 :)) I need something worse! If not, do you have any idea how I can create a lossy media?
