electromagnetic emission from local and global grid

Hi everyone,
i am investigating the EM emissions from local and global power grids. if i place the probe to the back side of the chip, Intuitively i thought that because of electrical components and the substrate the captured emanations will be less from the bottom as compared to from the top. This came out to be true in HFSS simulations for global interconnects but not local. Please can anyone explain y is this happening ?
i have attached the results for further clarification. Combo - 100um.jpg

the wire length is 100 um for both.
