fan-out 4 inveter(fo4)

load equal to 16 minimum symmetrical inverters and final load CL referred as an equivalent width wL=48....what does it mean?

it means one inverter driving 16 inverters that N/P 'symmetrical', the load is such that it would be equivalent to one device with the lenght of 48.

but that is not the definition of fo4, which is one inverter X1 driving 4 of itself.
