Could you make up the 16-bit data representation?

Hi,

I read an article on division using LUT. It says:


"Since b is a 16-bit number (used in 1.15 format), there are (2^15 −1) = 32767 different values of 1/b. "


That is, it uses 16-bit data, but has 32767 different values. I cannot make it through, as it only needs 15-bit is enough. Can you give me an explanation about it?
