PDH and SS7 senalization

I was reading about PHD, which use the frame E1 (T1 for american's protocols) and for signaling there are two standars protocols, R2 and SS7.

SS7 use a different chanel for signaling but in that chanel it implemet a frame T1? I means, in T1 there are 24 times slots, so for signaling it take account the times slots or just use the sequence of bits which has to 1.56Mbps.

My doubt is because for SS7 there is the next frame for one user (client)

When a client resquest a phone call to another number, the signaling performe all that's frame (showed before)using a times slots for that client (the TS which is given to that client) or the frame attached before, it goes all in secuence and then a frame for another client goes after.
