Effect of free charge in dielectric between interconnects

I want to know the effect of the amount of free charges in the silicon dioxide between two interconnects on their capacitive crosstalk.

* *Is there any equation governing the relation between free charge in the dielectric and the coupling between two wires ? *

* *and what exactly happens when free charges are added in the SIO2 between the two wires, does the free charges create a sort of semi-connection between the two wires or they change the dielectric constant of the coupling capacitor between the two wires ?

There is no such thing as "free" charge in the dielectric.
"free" charge means it can move freely (under the action of electric field, for example).
Dielectrics a not conducting charge/current, so normally charges do not move freely in dielectrics.

In dielectric, charge can be trapped (on traps or defects), or this may be polarization charge - which is bounded (not moving in space).

A fixed charge in a dielectric (the one that is not moving when voltages are applied to conductors) has no effect on the capacitance between conductors / wires.

I mean if the dielectric was intentionally doped with charges, can this affect it's permittivity ?

In a zero-order approximation - no, fixed charges in a dielectric material do not affect its dielectric constant.

However, if charge density is high, and if the process of introduction of charges changes the chemical or physical properties of the dielectric - then there may be a change in dielectric permittivity.
