I have tried dotPeek and it gives dll file not supported, while when using Reflector it says that it is not a .net file

Not clear what exactly did you meant by "to read the content of a dll file".
Files with the DLL extension are executables which need to be instatiated by any application.

what is the content you want to read ?

any hex code signature ?
Then hex-editor reader will do.

or the exported functions in the dll and its name ?

Hello!
Yes I wanted to get the exported functions
