Could you explain the formula symbol in an algorithm to me?

Hi,

I am implementing a DSP algorithm, which relates to some statistical research. Unfortunately, I cannot understand the symbols in the following equation. I think I can continue to the next part after a basic understanding the below formula. Could you explain the highlight symbols and red underline symbol to me?
