Range sensor on water surface

Hi guys..
I have one simple question. What is the best sensor can be used for range measurement on water surface specifically for obstacle avoidance?

..how to answer this question? What is the best car?

There are a lot of informations missing.
Measurement direction? Horizontal, vertical, random?
Distance range, resolution, accuracy?
Measurement speed?

What does "best" mean?
Best accuracy, best price, high speed, size, power consumption, .?..

I actually concern more about type of sensor that gives consistence measurement on water...I mean it is not easily affected by water surface such as not easily absorbed/reflected by the water...
