Generating DC voltage from phase-cut rectifier circuit

I have a query...

Is it possible to generate a stable DC voltage from the following schematic of a trailing edge phase-cut rectifier circuit used for the dimming of light circuits?

I'd like to modify this circuit to generate a secondary 5V@100mA DC voltage without affecting its primary function.

Any thoughts appreciated.
