As I know it the U-Boot utility is a multi-platform, open-source, universal boot-loader with comprehensive support for loading and managing boot images, such as the Linux kernel. Now when somehow tells me Altera U-Boot, it is very likely to be a modified U-Boot adapted for Altera boards (or hardware). It is of course completely software.
