voltage disturbance

Hi. Anyone can enlighten me about the real definition of the duration of disturbance(transients, spikes) that manifest voltage waveform? It is the period when the disturbance starts till the waveform goes back to steady state? or is it the period when the disturbance exceeds the per unit voltage?

I think that answer is the first you mentioned (when starta and when goes back to previous state).
