what is the standard ratio between pad size and pin dimensions for smd components ?

Depends on components... For example I choose SOT143... Dimension for the IC pins is max. 0.5 mm and the recommended pad layout is between 0.8 and 1 mm.
Here it-s about the pins width.
Anyway, the pad layout must have 0.2 mm much like the pins dimensions.
