Take a look at TI eStore. They have a 150megaflop starterkit for $150. It also have two built in microphones.
 

There are some educational kits available from ADI at a lesser rate. I suggest you look into the website.

Is it possible to build a dsp developement kit like the ezkit for adsp2181?
