Esr readings, smd identification

Hi I have capacitors 220uf 200v its esr is coming up as 0.07 ohms is this good also a 470uf 200v reading 445.5 0.11 ohms 1 test- 447.1 .07ohms 2nd test. Also sot23-3 smd marked 2f under 2f is :7 What could it be it's part of a mosfet drive circuit part that pulls voltage down to 0.

yes these values of esr seems good
you can verify here on the table

The ESR value of 0.07 ohm is very good and also the 0.11 ohm is also good.

Note the table that Kripton2035 gave the link to is wrong and contradicts the graph on the same page which is correct. The ESR of a capacitor increases with the voltage rating.
