When we design a PLL for a certain central frequency , a DC voltage need to be determined from scratch .

But How to determine the value of DC ?

Only the DC is made sure , the next step can be done .

How to select , Is there any equations or empiric value ?

Look at the VCO data sheet. Since freq=f(v), and you know what your nominal VCO frequency is, you can know what DC voltage you need.
