I live in Belarus and can provide only remote development.
(Native language is Russian).

1) Remote .NET software development for embedded systems
(components, WinForm applications, class development, databases).

2) Remote design of MCU software (PIC, AVR) for Proteus.

3) Simple PCB boards in Eagle.
