usually the encoder use 5v pull up resistors ( built in or external , check datasheet to know for this encoder) . so that is natural if the encoder is not spinning .
if it is rotating and still 5v constant (checked by oscilloscope not multimeter) output on the pins , it might be broken (maybe supply connection problem ?!) , maybe the output transistor of the optical detector are shorted or some thing .
