I like to build a Scrolling text to Led Dot Matrix display.

In my project im using At89s52 , 4094 shift register, 74hc154 decoder. now my problem is, in my city 74hc154 is out of market, so i want to change some source code for scanning led Row directly by Microcontroller I/O pin, coz my Led dot matrix has 16 Row , and at89s52 has 32 I/O pin. Can someone help me ?? I attached my project..

More useful inputs may come if you can post the schematic as to what all it is.
If it is a matter of replacing the 74hc154 and getting the task done by micro-controller itself suggestions may come in.
