First of all you should tell us in which format is available data from your device?
Some guys suggested you ICs which in fact are "bridges" between parallel port, serial port, ... and USB. They are not sand-alone devices.
This means that you will need to have "something" which will take data from your heart beat monitor meter (format of data unknown) and put it through to an IC with USB. This something can be a microcontroller or maybe your meter can just do it..?
They offer IC PDIUSBD12 which links 8-bit parallel port with USB. Maybe your meter has additional DI/O lines which can be used to control this IC.
If not then the other solution will be to employ another microcontroller to read data from your meter and to take control over the PDIUSB.

If you want to use USB port for your purposes the best solution is to reject any pieces of advice presented here... and use FT245BM or FT232BM (www.ftdi-chip.com) chips which are extremely easy to use. FT245BM converts USB to 8-bit data bus and FT232BM converts USB to RS232 or RS485 interface. The two chips are provided with free driver which enables you to write your own application under Windows. The only functions which are needed to operate with the chips are: opening USB, closing USB, send and receive. You can connect the chips with any microcontroller available. One doesn't need to know any USB protocols (apart from very basic things)
