I get two requests req1 and req2 on every clock.
I need to delay the req2 by one or two clock cycle if both come at the same time.
With req1 there is another input control1 which tells to delay req2 by one or two cycles.
if req2 comes it should go out as it is.
Is it Arbiter Design ?
Please help me with design ideas.
