reading an MPEG2 or MPEG4 coded video through FPGA

i need to display an MPEG2 or MPEG4 coded video by using vega card and monitor
i have spartan 3 starter kit from xilix

What is the vega card ? Could you describe the spec. of it?
In addition, do you want to decode the MPEG-2 / 4 bitstream and display it?
 

hi,
i need to store a vedio file on rom and then play it on monitor i will implement the vega core to interface the mointor , i'm plan to make mpeg 2
