Is there any technical difference or difference in the circuit other than power handling capabilities ?

Voltage regulators often use a saturable reactor to regulate the mains an AVR on the other hand normally use some form of buck/boost transformer with a motor driven variable transformer or a shorting coil.

AVR and UPS are two very things dinesh....AVR can be part of a UPS
