Hi,
I have an ATMEGA8L that its RSTDISBL fuse bit is cleared and now its
RESET pin is configured as an IO pin, I want to reprogram this device
with an ISP programmer, is it possible? If yes HOW?

atmega8 fuse

No, you cannot use ISP for further programming if the RSTDISBL fuse it's clear. You have to use a parallel programmer to change fuse or programming

use ->

Parallel Programmer
