Help understanding the limitations and design of oscilloscopes.

Basically, I wish to build a logic analyzer that can also function as an oscilloscope. Since I wish to aim for higher so I can utilize this for some time in the future as well I want to achieve a result with the capability of analyzing high-rate streams such as PCIe.

Before I state my question I wish to tell you all that the likelyness of me achieving this is far from probable, since I'm just recently started of with digital technology as well.
But still, the question nags me and I just need to know; How does the sample frequency and amount of samples per second relate to each-other?
