In general, on what basis company offer distributorship to a company?

For Distributor no electronics skills are required instead you should have good marketing and management skills. and if you have a sound knowledge about Electronics that will be a plus point.

Man power is directly proportional to finance. with more finance you will have to employ more people to make and carry a large business; it all depends upon your business setup. as a distributor you must need people that know how to market the products and how to purchase it from which company. while as a Technical service provider you should equiped with LABs and Engineers and Technitians.

and about contact with companies,,, internet is available that is a large market, full of websites made by large, small and medium companies for advertisement purpose. and all such websites have a "Contact us" option. so google out the company name and contact with their sales or perchase or marketing department.
