I have a DELL laptop that was given to me by my old work they are out of buisness now but i dont know the admi user passcodes and its under a private domain is there a way to fix this or do i need to just install a new hard drive and new driver software?

Simple way is installing the OS.
search in Google you will find the way out.
Any linux live CD will be more help full.

I tried booting from a new windows seven disk but the admin settings wont let it boot from disk and i cant change because of the admin settings

That means password is for BIOS not for windows admin. you have to clear the BIOS password.

Choose any of this on resetting your BIOS if it is, and I'm glad to give you information.

Using a Backdoor BIOS Password
Resetting the BIOS Password using Software
Resetting the BIOS Password using Hardware
