how we change power supply port and input port

hi, i want to design a I/O cells in such a way so that its input port and power supply port can be interchange that is one control pin that tell the port whether it have to work as a input port or power supply port
 

Use the control pin to control a transmit gate (can be implemented by MOSFET switch).
