ucf file generation for spartan 3e

my project is " FPGA implementation of uart design with bist capabilities"

how can i get the ucf file for my project ...how can i create it .

fpga kit is "sparten 3e xc3s500e".

I used the ISE design suite 11 for synthesis .
 

I/O planning is done on PlanAhead tool found under User Constraint. Once you have specified all the pins, it will generate .ucf for you.

Alternately, you can always do that manually on a text file.

Since you mention "fpga kit" .... If this is a fpga development board, then usually the manufacturer will provide a .ucf file for the pin-outs. So check their web-site for resources related to your board.
