What is the last mile bottle neck?

can any one explain what is last mile bottle neck?
 

it refers to the problem where high data rates cannot be made available to users i.e. access network even though they are available to the core network.


problem is because no one want to replace the copper based access network with fiber optics and that wireless communication cannot really provide high data rates to match the fiber at the core network
