Cant connect to License Server, while others can ( Telnet does not work either)

I have a weird problem.

I am trying to connect a Cadence License server that is located in Turkey, but I cannot connect to server.

when I try

telnet xxx.com 5280

GIVES:
telnet: Unable to connect to remote host: Connection timed out


But people in turkey can connect, I first thought it may be some MAC filtering, but it turned out to be its not the case. I dont have firewall or etc, what could be problem?
 

Check if u can ping the server. if u cant try tracing the route.
 

I can ping the server, but license server is at port 5280, which is closed.

If you are using Linux system then
1) disable SELinux
2) Disable firewall (iptables -F)
then try telnet
